In 1995, the Labour Court recommended a new supervisory structure for Iarnrod Eireann's Athlone operations: one grade B day supervisor and three upgraded depotpersons as grade A supervisors. The recommendation was signed on 23 February 1995. Services Industrial Professional Technical Union and National Bus and Rail Union were the union parties. The Court recommended that disagreements over grading go to the agreed Joint Grading Review panel, and that claims for loss of earnings be assessed through the usual joint process after six months and, if needed, again after 12 months. The Court also recommended further negotiation between Iarnrod Eireann and the unions on any new rostering system.
