The WRC found Shane Mullen’s complaint against the Department of Education was not well founded. Mullen alleged the Department sought to change his contract in connection with a proposed transfer of undertakings.
The Department said it had never employed Mullen. At the hearing, he accepted that it was not his employer and said the correct respondent was named in parallel proceedings.
Adjudication Officer Brian Dolan dated the decision 10 February 2026. The complaint concerned the Terms of Employment (Information) Act, 1994.
