The Labour Court recommended that the Irish Municipal, Public And Civil Trade Union accept Teagasc's offer of ex-gratia payments for three staff members, with adjusted payment periods ending on 1 July 1994. The recommendation was signed on 10 November 1995. The union said the staff had carried out higher duties for an unreasonably long period without the corresponding financial benefit. Teagasc offered payments for shorter periods and opposed retrospective incremental credit. The Court said the staff should not be penalised for delays in completing the Chadwick Review. It also recommended placing them on the incremental points they would have reached if promoted on their original appointment dates.
