In 1991, the Labour Court found that the pay programme at Garrett (Ireland) Limited would expire on 31 December 1991 and did not recommend conceding the National Engineering And Electrical Trade Union's claim. The recommendation was signed on 11 October 1991. The dispute concerned when the first phase of the Programme for Economic and Social Progress applied and when the existing programme expired. The union said the earlier programme ended on 31 December 1990 and sought the new phase from 1 January 1991. The Court found that an earlier 1987 pay agreement did not include any part of the later national programme, which the company had implemented from 1 January 1989.
