In 1991, the Labour Court recommended that Mid Western Health Board and the Psychiatric Nurses Association and Services Industrial Professional Technical Union hold immediate discussions on sick-leave arrangements for psychiatric nursing staff, with a view to agreement by 31 January. Pending those talks, it recommended restoring the procedure used before September 1989. The unions objected to transferring staff from night to day duty after uncertified sick leave, citing disruption and lost premium earnings. The Board said short-term absences were a concern and that its procedure had helped address them. The recommendation was signed on 10 January 1991.
