The Labour Court recommended that Bus Eireann’s proposal for allocating work to cross-channel service drivers be accepted by all concerned. The recommendation was signed on 10 May 1989. The proposal assigned duties to three drivers on their spare days. The National Busworkers' Union objected that this would displace work it considered proper to regular depot drivers. The Court said the proposal was reasonable because it involved no loss of earnings and took account of increasing competition facing the company.
