In 1990, the Labour Court recommended that the Services Industrial Professional Technical Union accept Aer Rianta's undertaking to restore and maintain its earlier pattern of employing temporary staff both under and over 19 once the main issue was agreed. The recommendation was signed on 13 December 1990. The dispute concerned the company's recruitment policy at Shannon Duty Free Shop. The union said Aer Rianta was hiring only under-19s while negotiations on temporary staff pay remained unresolved, and alleged that this circumvented an earlier recommendation. Aer Rianta said it had hired under-19s because no agreement had been reached on rates for older temporary staff. The Court attributed the dispute to the failure to conclude negotiations and said the lack of urgency was harming industrial relations. It recommended both sides commit to the undertaking's earliest implementation through resolution of the core issue.
