In 1987, the Labour Court recommended that the Limerick Harbour Commissioners and the Irish Transport and General Workers' Union accept proposals made by an Industrial Relations Officer for a wage increase for nine pilots. The recommendation was signed on 3 November 1987. The proposals had earlier been acceptable to the parties, but no rate increase was sanctioned by the Minister for the Marine. The union said the pilots' pay came from pooled pilotage dues and described their work as a year-round service in the Shannon estuary. The Labour Court recommended accepting the IRO's proposals after considering the parties' submissions.
