In 1991, the Labour Court recommended that Waterford Crystal and the Amalgamated Transport and General Workers’ Union accept proposals on union time, subject to an 18-month trial. The recommendation was signed on 15 November 1991. The company accepted the negotiated proposals, but the workforce rejected them. The union sought to retain traditional negotiating arrangements, citing workers’ concerns about short-time working and management’s interpretation of an earlier agreement. The Court said both sides had agreed to negotiate changes and that the proposals followed productive negotiations. It recommended that both sides accept them, with a monitoring committee and the 18-month trial.
