In 1995, the Labour Court recommended that Semperit Ireland Limited and the Technical Engineering and Electrical Union and Amalgamated Engineering and Electrical Union seek to implement the Programme for Economic and Social Progress terms in phases over three years. The recommendation was signed on 6 March 1995. The unions had sought a 3% increase for about 70 craftsmen. Semperit cited the recession, lower prices, competition and risks to employment. The Court recommended that discussions take account of competitiveness and employment and be completed by 30 June 1995.
