In 1994, the Labour Court recommended that the Services Industrial Professional Technical Union accept a no-strike clause in its proposed agreement with the Dublin Port And Docks Board for Harbour Police. The recommendation, signed on 13 October 1994, said the agreement should be reviewed when new legislation was enacted. If accepted, the Board should recognise the union for the Harbour Police. The union objected to the clause, which barred industrial action, while the Board said it was required by legal advice. The Court recommended that the parties finalise the other terms of their procedural agreement and accept the clause as written pending the legislation.
