In 1988, the Labour Court recommended that the Office Of Public Works offer five claimants its voluntary redundancy package. Those who declined it were to be offered a lump sum equal to one year's lost regular overtime and shift earnings, payable when the new roster began on 1 April 1989 or later. The recommendation was signed on 28 July 1988. The dispute followed the conversion of the Government Buildings heating system from solid fuel to natural gas, which would reduce staffing and cut overtime and shift earnings. The National Engineering and Electrical Trade Union and the Irish Transport and General Workers' Union sought compensation and retention of two extra days of annual leave. The Court did not recommend retaining the extra leave.
