The Workplace Relations Commission ordered landlord Deborah Bailey to pay Elif Weldon €10,000 after finding discrimination on the housing assistance ground. Adjudication Officer Breiffni O’Neill’s decision was dated 16 February 2026.

Weldon said Bailey refused to sign paperwork for Housing Assistance Payment (HAP) after she requested it in June 2024. Bailey acknowledged refusing the application, but said she ended the tenancy because she and her husband planned to sell the property to help their son buy a home.

The officer found the refusal continued throughout the tenancy and Bailey had not rebutted the evidence of discrimination. She also noted that a tenant without HAP would have received notice because of the family’s needs. The compensation reflected the stress and financial loss Weldon experienced.
