The Workplace Relations Commission dismissed Seán O Bulmáin’s complaint against Hse (Health Service Executive), finding the Terms of Employment (Information) Act did not apply because he had not been employed by the service for the required period. The decision was dated 1 July 2025. O Bulmáin said the HSE withdrew an offer for a Senior Paediatric Psychotherapist post shortly before his planned September 2024 start, after it rejected one of his references. The HSE said he was not an employee and could not use the Act. The officer did not decide the merits of the withdrawn-offer complaint.
