The Workplace Relations Commission found it had no jurisdiction to hear Phillip Sheeran-Purcell’s complaint that Carlow Emergency Doctors on Call Limited had not given him written terms of employment. The decision was dated 2 April 2025. Sheeran-Purcell argued that the service’s rosters, premises, equipment and payments indicated he was an employee. The company said its doctors were members of a GP co-operative and that it was not his employer. The adjudicator found insufficient evidence of an employment contract between them.
