The Workplace Relations Commission ordered landlords Paul Mooney and Cindy Mooney to pay tenant Iwona Tusznio €1,500 after finding they discriminated on the housing assistance ground by refusing to accept Housing Assistance Payment (HAP). The decision was dated 9 February 2026.
The landlords said an outstanding tax bill prevented them from obtaining the clearance certificate needed to participate in HAP. The adjudicator found that the discrimination case was not rebutted, but found no evidence of victimisation.
