The Labour Court recommended that Services Industrial Professional Technical Union and Irish Municipal, Public and Civil Trade Union accept Dublin City Council’s proposal for a facilitated process on changes to homeless services. The recommendation was signed on 22 December 2014. The council planned to transfer hostel services to other agencies, with affected staff redeployed to other council roles. The unions said the changes could substantially affect workers’ terms and conditions. The Court recommended appointing a mutually acceptable facilitator, beginning the process as soon as practicable and concluding it by the end of March 2015. All options were to be considered to reduce adverse effects on pay and conditions.
