The Labour Court recommended that HSE management present a service delivery model for Home Helps Services to the Services Industrial Professional Technical Union and the Irish Municipal, Public and Civil Trade Union, then discuss outstanding issues with them. The dispute concerned terms of employment for approximately 9,000 Home Helps and their coverage by the Public Service Agreement 2010–2014. The Court recommended that the process be completed by 15 February 2013.
