The Labour Court recommended that the Services Industrial Professional Technical Union explain why an exception to the recruitment and promotion moratorium might be available for its claim to upgrade chefs and orderlies at Wexford General Hospital. The recommendation was signed on 13 June 2011. HSE South said it wished to implement the accepted Cooks Report recommendations but could not progress promotions under the moratorium. The Court said HSE South was bound by the government decision and recommended that the parties jointly explore whether an exception could provide a basis for the claim.
