It said an earlier report and its supporting data were no longer current enough to support a definitive recommendation. The union argued the hotel could afford the Sustaining Progress increases, pointing to €500,000 invested in bedroom upgrades. The hotel cited difficult trading conditions, rising costs and €26 million in debt. The recommendation was signed on 7 February 2008. The Court said it would issue a definitive recommendation if the parties could not agree after the new assessment.
