The Labour Court recommended that Teagasc discuss a dispute over promotional posts with the Services Industrial Professional Technical Union and the Irish Municipal, Public and Civil Trade Union before finalising its position with the Department of Agriculture and Food. The recommendation was dated 20 October 1999. The unions sought to maintain agreed grade numbers for advisory and training staff and research technical staff. Teagasc said earlier agreements provided for one-off, self-financing promotions rather than a standing complement of higher-level posts. The Court accepted that circumstances and requirements for the total number and mix of posts had changed since the 1994 agreement, and recommended discussions aimed at reaching an agreement.
