In 1998, the Labour Court rejected the Services Industrial Professional Technical Union’s claim for promotions at Instituid Teangeolaiochta Eireann, while recommending that the Department of Education and Science identify whether higher-level posts were needed and fill them promptly if so. The recommendation was dated 28 September 1998. The union sought promotions for two Senior Research Officers and one Research Professor after internal recommendations. The Court said expectations had been raised and left uncorrected during years of delay, but the proposed promotions had no official standing without departmental ratification. It accepted that promotions were subject to that ratification and rejected the claim.
