In 1995, the Labour Court recommended that Gavin Brothers Limited implement phase three of the Programme for Economic and Social Progress for 11 workers from 1 February. The recommendation was signed on 24 January 1995. The Services Industrial Professional Technical Union sought the increases, saying the workers had contributed to productivity and efficiencies. Gavin Brothers cited ongoing losses, lower profit margins and a financial recovery plan. The Court said employees could reasonably expect the programmes’ basic pay terms, while taking the company’s financial constraints into account. It recommended reviewing payment under the Programme for Competitiveness and Work after 1 September 1995.
