In 1993, the Labour Court recommended that Irish Snack Foods Company and the Services Industrial Professional Technical Union and Manufacturing Science Finance review in April 1994 whether to implement Phase 3 of the Programme for Economic and Social Progress, due from 1 October 1992. If they could not agree, they should return to the Court for a recommendation. The unions said workers had made substantial sacrifices during rationalisation. The company said it could not afford the increase, citing a small, price-sensitive market and investment plans. It also undertook to keep the unions informed about its finances. The recommendation was dated 4 October 1993.
