The Labour Court recommended that The Irish Times and the Dublin Printing Group Of Unions begin negotiations as soon as possible over a proposed 3% increase under the Programme for Economic and Social Progress. The recommendation was signed on 23 November 1992. The unions argued that the company was bound by the agreement and had refused to negotiate. The Irish Times said it had already negotiated increases beyond the programme for 413 workers, was still in talks for another 40 and faced worsening trading conditions and investment needs.
