In 1992, the Labour Court did not recommend the Civil And Public Service Union's claim for upgradings at Fas, saying the Employment Subsidy Scheme was not yet operating. The recommendation was signed on 28 April 1992. The Court recommended that the parties later review any additional responsibilities and establish a joint working party to report on the schemes' effects on workload volume and responsibility. It also recommended that the union withdraw its current action to avoid delaying the scheme's launch. The union sought 20 grade upgradings and a review of staffing if the new schemes increased workloads. Fas said the schemes did not create new responsibilities and that it would address workload problems if they arose.
