In 1991, the Labour Court recommended that the Royal Dublin Society pay Phase 1 of the Programme for Economic and Social Progress and increments due to staff. It also recommended staff cooperation with measures to reduce costs and support the Society's viability. The recommendation was signed on 18 October 1991. The Services Industrial Professional Technical Union had sought the increases for 16 administrative and supervisory workers. The Society said its 1991 budget could not fund the increases, citing financial difficulties. The Court acknowledged the Society's serious financial position but considered the payments in the long-term interests of all.
