In 1991, the Labour Court recommended that B & I Line P.L.C. specify the overhaul work to be done by the Valmet team and undertake that work opportunities would not diminish during the contract. The recommendation was signed on 27 September 1991. Amalgamated Engineering Union, Electrical Trades Union, National Engineering and Electrical Trade Union, and Amalgamated Transport and General Workers' Union argued that overhaul work belonged to B & I's craftsmen under their agreement. The company said outside contractors could be used for capital work and refurbishment. The Court found some disputed work was a major overhaul outside normal ongoing maintenance, so Clause 8 applied. It recommended that the company specify the work and make the undertaking; subject to that condition, the unions should agree to the work proceeding without delay.
