In 1991, the Labour Court recommended a staged introduction of a 39-hour week at Bus Eireann. The recommendation was signed on 27 September 1991. The Irish Congress of Trade Unions (C.I.E. Trade Union Group) and National Bus and Rail Union sought reduced hours and changes to rates, overtime and holiday calculations. Bus Eireann cited its financial position and the costs of the changes. The Court recommended that sections agreeing on implementation receive the reduction from 1 July 1991, with sections reaching agreement within three weeks using the same date. Where the sides could not agree on timing, the Court recommended a supplementary recommendation. It said crews whose normal rostered week was under 40 hours did not qualify for a reduction, and did not recommend attaching changes to overtime calculations or payments as conditions.
