In 1991, the Labour Court recommended introducing a reduced working week at Dublin Bus from 1 May 1991 and changing the overtime calculation divisor from 1/40th to 1/39th. The recommendation was signed on 27 September 1991. The Irish Congress of Trade Unions (C.I.E. Trade Union Group) and National Bus and Rail Union sought a 39-hour week and related changes to hourly rates, holidays and overtime. Dublin Bus argued that crews averaging under 40 hours did not qualify for reduced hours and cited the costs of the proposal. The Court said crews averaging 38 hours 1 minute, or 38 hours 10 minutes, did not qualify for reduced hours, except for the divisor change. It did not recommend attaching changes to overtime payment or the divisor as conditions of the reduced week.
