In 1991, the Labour Court declined to recommend higher pay and regrading for four Road Passenger Chargehands at Bus Eireann's Broadstone depot. The Court found that changes in their conditions did not warrant the regrading sought. The recommendation was signed on 16 May 1991. The union said the workers had taken on added security and other responsibilities. Bus Eireann argued their duties had not substantially changed and that the cost-increasing claim was barred under the pay programme. The parties were Bus Eireann and the National Bus And Rail Union.
