Equality Officer Melanie Pine found that Q-Bar Dublin discriminated against Liviu Axinte on the ground of race by refusing him entry on 27 May 2002. The decision was dated 9 December 2004, and the bar was ordered to pay Axinte €150 in compensation.

Axinte said the refusal came after he spoke Romanian with a friend. Q-Bar first cited its uniform rule, then said it had confused him with another incident and could not explain the refusal. The officer also directed the bar to ensure door staff received individual training in avoiding discrimination. A separate disagreement about an apology was found to be a misunderstanding, not further discrimination.
