The Workplace Relations Commission (WRC) rejected Lesley Mbuyi Kayembe's complaint that landlord Ruslan Shashkov discriminated against her because she relied on the Housing Assistance Payment (HAP). The decision was dated 10 March 2026, and no award was recorded.
Kayembe said Shashkov refused to rent her an apartment after learning she had HAP approval. Shashkov said he was willing to accept HAP but required a deposit. The adjudication officer found the offer was withdrawn after repeated deposit promises were not met, and that the withdrawal had nothing to do with HAP.
