WRC rejects nationality discrimination complaint against Social Protection Department

By Gráinne Nolan

The Workplace Relations Commission found Viacheslav Zhosan’s complaint against the Department of Social Protection was not well founded, with no award, in a decision dated May 18, 2026. Zhosan alleged that conflicting instructions about his Part-time Job Incentive and Jobseeker’s Allowance applications amounted to nationality discrimination, and that the Department victimised him after he made an Equal Status complaint. The Department said the confusion arose from inconsistent communication between Intreo offices. The adjudicator found the contradictory information resulted from miscommunication between the offices, with no evidence linking it to Zhosan’s Ukrainian nationality. The victimisation allegation was also unsupported.
