WRC cannot hear Catherine Joseph's race discrimination complaint

By Ruairí Dolan

Historic decision · Decision date:

Place: no local area assigned from the source.

The Workplace Relations Commission has no jurisdiction to hear Catherine Joseph's race discrimination complaint against the Central Statistics Office because it was filed outside the time limit. The discrimination allegation was not decided on its merits. In a decision dated 29 October 2025, the WRC found that Joseph had not shown reasonable cause for the delay. She said she had waited while trying to resolve the matter directly with the CSO after an interview for a Survey Interviewer role, which she believed had led to an immediate job offer. The CSO said she was treated like other candidates. Joseph remained first on a panel for permanent vacancies, but the officer noted that no such vacancy had arisen.
