The Workplace Relations Commission (WRC) found that landlord Sherman Chan discriminated against tenant Olga Burla by refusing to accept Housing Assistance Payment (HAP). Adjudication Officer John Harraghy dated the decision 5 September 2025 and ordered Chan to pay €15,000 compensation within 42 days.

Burla said Chan repeatedly refused her requests to use HAP. He denied discrimination, citing complaints of anti-social behaviour and his intention to sell the property; he also said he misunderstood the scheme. The officer found that those explanations did not justify refusing to engage with HAP, and that the refusal caused Burla hardship and financial loss.
