The Workplace Relations Commission found that Noel Wrafter was not dismissed wholly or mainly for making protected disclosures, and declared his two unfair-dismissal complaints not well founded. Adjudication Officer Ewa Sobanska issued the decision dated 30 October 2025.

Wrafter, who worked as a facilities manager at an IPAS centre, said he was dismissed after raising safety concerns. Duffy Property Group T/A Bml Duffy Property Group Ltd said it ended his employment with notice amid operational challenges and concerns about his suitability. The officer found that his concerns about a driver who was not then an employee, Garda vetted, or insured or licensed for paid passenger transport qualified as protected disclosures.

But the officer found Wrafter had not proved the disclosures were the main reason for the dismissal. She cited differences in expectations and a strained working relationship. A separate complaint said written employment terms had not been provided; the officer found a written statement had been given, but also said she lacked jurisdiction because Wrafter had not shown reasonable cause to extend the filing deadline. The decision recorded no monetary award.
