The Workplace Relations Commission ordered landlord Jun Ding to pay tenant Jakub Cherek €2,000 after finding that Ding discriminated against him by refusing to sign Housing Assistance Payment forms. The decision, dated 6 October 2025, found the refusal breached the Equal Status Act, 2000.
Cherek said he sought HAP assistance after his working hours fell to zero and Ding would not sign the forms. Ding denied discrimination, citing a breakdown of trust over Cherek’s children staying at the apartment and saying he needed the property for his in-laws. The adjudication officer found those explanations did not rebut the inference of discrimination, while noting that the tenancy might have ended when its 12-month term expired because Ding needed the apartment for extended family.
