The Workplace Relations Commission found that Donegal County Council did not engage in prohibited conduct under the Equal Status Acts in a complaint by Jaroslaw Sutowicz, who alleged gender discrimination in the handling of his social housing support application. The decision was dated 9 January 2023.

Sutowicz said his ex-wife received housing support while he did not, despite their shared parenting responsibilities. The council said it could not progress his application without complete evidence of his income and benefits for the relevant 52 weeks. The adjudication officer found that the Revenue web-chat document did not establish whether Sutowicz received social welfare benefits in 2019, and that there was no evidence female applicants were exempt from the same means test. The complaint was not well founded.
