The Disclosures Tribunal found that senior Garda officers did not target or discredit retired Sergeant William Hughes because he made protected disclosures. The proceedings were reported on 20 April 2023. The tribunal examined his allegations about Garda management following the murder of Baiba Saulite in Swords.
Mr Justice Sean Ryan found Hughes’s concerns and mental health issues were genuine, and that he had experienced difficulties over more than six years. He concluded there was no sufficient or realistic basis to link the conduct Hughes complained of to his protected disclosures.
The tribunal also rejected Hughes’s criticisms of the Garda investigation into his complaints, describing the work as exceptionally thorough. It said internal Garda investigations needed reform and that long delays could be prejudicial and distressing.
