In its sixth and final report, the Disclosures Tribunal found that senior garda officers did not target or discredit retired Sergeant William Hughes after he made protected disclosures. Mr Justice Sean Ryan found Hughes’s concerns and mental health issues were genuine, but said there was no sufficient or realistic basis to link the conduct he complained about to his disclosures.
The tribunal reviewed 16 days of public evidence and 29,000 documents. It found that the fact-finding report into Baiba Saulite’s victim impact statement and the disciplinary investigation that exonerated Hughes were justified. It also found no targeting in how his sick leave was handled and rejected his criticisms of the Garda investigation into his complaints.
The tribunal made recommendations on how the force handles work-related stress and said internal investigations should reach conclusions more quickly. No one was ever convicted of Saulite’s murder.
