How to complain to the Ombudsman

If a public-service complaint remains unresolved, check whether the Office of the Ombudsman can look at it.

The Ombudsman covers eligible public services, including government departments, local authorities and the HSE. It does not cover every organisation or every type of decision. Read its current eligibility and complaint instructions.

Start with the service provider

Complain to the organisation first and use any relevant appeal process. Keep your complaint, the response and the documents needed to explain the problem.

Check the current time limits

The official checklist asks whether you have allowed the provider six weeks to respond. It also explains the normal 12-month limit and possible exceptions. Check the exact position in the official checklist before submitting.

Choose the right independent route

For a complaint affecting a child, check the Ombudsman for Children. Telecom complaints may belong with ComReg; Uisce Éireann explains escalation to the CRU in its complaint procedure. The general Ombudsman does not investigate Garda complaints.

Prepare your complaint

  1. Explain what happened and why you think the service treated you unfairly.
  2. Describe the outcome you want.
  3. Gather your original complaint, replies and relevant supporting records.
  4. Use the official complaint form and instructions.

Writing to your TD or copying localnews.ie does not submit a complaint to the Ombudsman.
