The Labour Court recommended that Cavan and Monaghan Community Area Services negotiate a collective agreement and an industrial-relations framework with the Services Industrial Professional Technical Union. Talks were to begin without delay and finish within two months. The recommendation was signed on 23 September 2014. The dispute centred on the employer's refusal to recognise the union. The union also raised concerns about annual contracts, a changed retirement age, sick pay, travel entitlements, protective equipment and pay. The Court criticised the employer for not taking part in the hearing or dispute resolution process.
