The Labour Court recommended a package of pay and conditions changes in the dispute between Penneys and Mandate. The recommendation, dated 19 June 2013, included a 3% pay increase from 1 June 2013, abolition of the under-18 pay rate, changes to Sunday, public holiday and unsocial-hours premiums, and a standard sick-pay scheme for new entrants. The Court recommended further negotiations on banded-hours contracts for part-time staff. It did not recommend replacing the six-point pay scale for new entrants or granting additional service leave. The Court said the recommendations should be considered as a composite package in full and final settlement of the issues.
