The Labour Court recommended that the Irish Aviation Authority and the Irish Municipal, Public and Civil Trade Union agree training and a clear process for assigning air traffic control officers to cover Station Manager duties in exceptional circumstances. The recommendation was signed on 8 June 2011. The Court said the 1995 agreement was intended to provide contingency cover when normal self-cover arrangements broke down unexpectedly, not regular or recurring cover. It also recommended talks on additional cover arrangements, with a view to reaching agreement within six weeks.
