The Labour Court recommended national talks on a new framework for replacing student nurses and midwives between training rotations, in a recommendation dated 16 September 2010. A national agreement provided for one qualified nurse or midwife to replace two students after their clinical placements. The Health Service Executive West said restructuring, budget reductions and staffing cuts required flexibility; the Irish Nurses' & Midwives' Organisation and Services Industrial Professional Technical Union argued the agreement should be honoured. The Court said the agreement remained in place but needed review as services changed. It recommended that the parties agree a national framework based on service needs, with any savings from staffing below the 2:1 ratio counted toward required staff reductions.
