The Labour Court recommended that Carlow County Council and Two General Operatives re-engage urgently over proposed changes to working arrangements at the Powerstown landfill and recycling centre. The talks, with Labour Relations Commission assistance if needed, were to conclude by 30 June 2009. The dispute arose after a reduction in landfill use and income prompted the Council to consider cost-saving measures, including changes to staff hours. The union opposed changes to the existing arrangements. The Court noted that the employment contracts referred to Monday-to-Friday working and said the issues had not been meaningfully discussed. Its recommendation was signed on 8 June 2009.
