The Labour Court recommended changes to An Post's collection and delivery programme and outstanding pay increases after the Communication Workers Union rejected earlier recommendations and served notice of industrial action. The recommendation was signed on 22 November 2005 and was to be put to a union membership ballot.
The Court recommended limits on accumulated leave, a reserve ratio of one reserve for every nine posts and restrictions on transfers to adjacent locations. It also recommended a joint working party on duty competitions and said An Post should not insist on abolishing them at that time.
The Court recommended outstanding Sustaining Progress increases, including 2% from 1 February 2005 and 1.5% from 1 May 2005. It said the arrears should be treated as a liability due to employees and paid when An Post returned to reasonable and sustainable profit, as its financial circumstances permitted.
