In 2003, the Labour Court recommended that Iarnrod Eireann, ICTU Group, the Services Industrial Professional Technical Union, the National Bus and Rail Union, the Technical, Engineering and Electrical Union, and the Transport Salaried Staffs' Association examine comparable meal allowances and their tax treatment. The dispute concerned proposed increases and the timing of phased payments. The parties had differing views on the Revenue limits for the allowances. The Court said they could report back if they could not agree, after which it would make a definitive recommendation. The recommendation was signed on 15 December 2003.
