The Labour Court recommended that the Legal Aid Board and the Services Industrial Professional Technical Union make arrangements to resolve barriers preventing solicitor grades from competing for promotions. The Court called the impediment an unfair employment practice that needed to be addressed. The recommendation was signed on 17 August 1999.
